The public increasingly seeks transparency and accountability from public agencies. For the DOT, improved transparency can help improve public support for the DOT’s work.

DOTs need to continue to improve how they communicate with the public, staff and stakeholders. They need to communicate how investment decisions are made, and track and communicate the outcomes of those decisions. The need to improve transparency may require internal process improvements as the number of requests for information grow. It will also likely require new communications expertise, and staff with the ability to use social media and crowdsourcing technologies.
